Job Summary

Woods Hole Oceanographic Institution is seeking two Facilities Engineer to join our Facilities Department. Under general direction from the Facilities Director, the Facilities Engineer or Sr. Facilities Engineer is responsible for implementing engineering solutions in a dynamic ocean research institution. This includes HVAC, mechanical systems, and activities surrounding construction or renovation projects for innovative scientists and ocean engineers. The successful applicant applies effective communication and construction management techniques to the planning, design, and implementation of assigned project(s) from conception to completion, controlling time and cost while ensuring a high level of quality. Responsibilities include scheduling and coordinating all design and construction processes: selecting, hiring, and overseeing specialty trade contractors; managing the project budget; coordinating and managing materials and equipment; reviewing contracts; and ensuring the safety of employees and the general public. The internal working titles for this position could be either Facilities Engineer or Sr. Facilities Engineer. The final level of the position will be determined commensurate with the selected candidate’s level of education & experience.

Essential Functions

Facilities Engineer:

 

  • Identifies, analyzes, and makes recommendations based on good engineering practices and experience to make improvements to a wide variety of existing Institution HVAC, mechanical, electrical, plumbing and other process systems.
  • Works independently to create and develop plans and specifications to clearly convey the intended scope of work for a given project, as required.
  • Develops a scope of work for assigned projects by meeting with architects, engineers, contractors, the WHOI scientific community, and others as necessary.
  • Verifies the design and construction processes for each project to ensure compliance with the Massachusetts State Building Code, and any local laws and ordinances.
  • Supervises and directs the work on WHOI projects; including efforts between all contractors, subcontractors, and WHOI shop personnel.
  • Monitors projects and oversees the entire construction process from beginning to end; ensuring all safety measures are being met, including polices/guidelines promulgated by the Institution.
  • Evaluates performance of contractors and subcontractors and makes recommendations. Identifies and selects specific contractors based on the challenges which WHOI projects may present.
  • Enacts energy conservation through precision system design and equipment selection. Works with State, County and/or local agencies, organizations or companies for rebate money to offset project costs.
  • Completes a variety of Federal and State regulatory filings required including but not limited to EPCRA Tier II, GHG, Air Emissions Source Registration.
  • Oversees the three Institution’s seawater facilities, spearheads Institution Seawater users Committee and capital improvements to keep each facility seamlessly operating.
  • Updates plans and other data base information for the Institution’s space management program.
  • Maintains up-to-date AutoCAD files of the Institution’s facilities.

Sr. Facilities Engineer:

  • Identifies, analyzes, and makes recommendations based on good engineering practices and experience to make improvements to a wide variety of existing Institution HVAC, mechanical, electrical, plumbing and other process systems.
  • Works independently to create and develop plans and specifications to clearly convey the intended scope of work for a given project, as required.
  • Develops a scope of work for assigned projects by meeting with architects, engineers, contractors, the WHOI scientific community, and others as necessary.

  • Oversees the operation and maintenance of either or both of the Institution’s sanitary and process waste water treatment facilities located on the Quissett Campus.
  • Assists in developing Facilities Department long- and short-term capital planning and operational budgets.
  • Performs a wide variety of engineering and management tasks as assigned by Director.
  • Participates in emergency response teams and is considered essential personnel during these events.

Education & Experience

Facilities Engineer:

  • B.S. Degree in Mechanical, Electrical, Civil, Facilities Engineering or equivalent degree, with 3 plus years’ engineering experience in the facilities or consulting environment.
  • Experience in system design, creation of construction documentation, bidding process, contractor selection and project management as related to the design/construction processes preferred.
  • Experience in project management.
  • Must have developed the ability to analyze building systems operation and make knowledgeable modifications to existing systems or replacements of those systems with new, where required, using accepted engineering practices.
  • Experience in the conceptual design and understanding of HVAC systems; an extensive degree of creativity and latitude in engineering solutions is expected.
  • Ability to identify problems, analyze, make decisions and/or make suggestions, and implement corrective actions on a wide variety of HVAC and mechanical systems.
  • Knowledgeable of the Massachusetts State Building Code and the NFPA Life Safety Code. Skilled with the usage of a computer and many programs; including AutoCAD, Microsoft Office products, Adobe Acrobat, nd other specialized programs.

Sr. Facilities Engineer:

  • B.S. Degree in Mechanical, Electrical, Civil, Facilities Engineering or equivalent degree, with minimum 10 years’ engineering experience in the facilities or consulting environment.
  • Must have experience in system design, creation of construction documentation, bidding process, contractor selection and project management as related to the design/construction processes.
  • Must have experience in personnel management with reference to project management.
  • Must have developed the ability to analyze building systems operation and make knowledgeable modifications to existing systems or replacements of those systems with new, where required, using accepted engineering practices.
  • Long term experience in the conceptual design and understanding of HVAC systems; an extensive degree of creativity and latitude in engineering solutions is expected. Ability to identify problems, analyze, make decisions and/or make suggestions, and implement corrective actions on a wide variety of HVAC and mechanical systems.
  • Knowledgeable of the Massachusetts State Building Code and the NFPA Life Safety Code. Skilled with the usage of a computer and many programs; including AutoCAD, Microsoft Office products, Adobe Acrobat, FM Interact, FileMaker Pro, Grand PM, and other specialized programs.

Special Requirements

  • Ability to obtain Transportation Work Identification Credential (TWIC).
  • A valid driver’s license is required.
  • Ability to obtain Wastewater Treatment Operator License (WWTO)

Physical Requirements

Physical requirements include lifting 25 to 50 lbs. Physical requirements also include frequent prolonged standing and walking, repetitive motion, kneeling, bending, stooping, twisting, climbing ladders/stools, use of hands for basic grasping/manipulation, use of hands for fine manipulation, and reaching above and below the shoulders. Occupational requirements include: depth perception, ability to distinguish basic colors, hearing, talking, understanding verbal instructions and safety warnings, working around others, working with others and working alone. This job involves exposure to dust or other irritants, grease and oils, and electrical/mechanical/power equipment hazards.
