Sr. Manager Program Finance – US Government 80 views

As we continue to grow, we are seeking a Senior Manager to join our Program Finance team to strictly focus on our US Government programs. Under the direction of the Head of Program Finance, the Senior Manager will be responsible for financial management, support and reporting for all US Government funded projects at Ginkgo. You will work closely with program managers to maintain all required information and data in the billing system, to ensure timely communication with Ginkgo’s U.S. Government customers, and timely submission of financial reports (both internal and external) and invoices. In addition, you will be involved in the proposal process and help provide a foundational financial structure for new partnerships and the analysis to help the business make sound decisions.  
Please note:  This position requires the ability to be in the Boston office at least 60% of the time.


  • Update and continuously improve US Government Program Financial Status Reports at a regular cadence
  • Assume ownership of the monthly billing process for all Ginkgo U.S. Government projects by working closely with customer-facing Program managers and internal Technical Teams, confirming monthly project spending, and ensuring that billing/invoicing is accurate and completed in a timely manner, including annual rate adjustments/trueup billings.
  • Work with the accounting team to determine the monthly revenue recognized in accordance with award mechanism and Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), 10 U.S.C § 2358, Department of Defense (DoD) Grants and Agreements Regulations (DoDGARs), 10 U.S.C. § 2371, and other federal acquisition policies, processes, procedures, and contracting laws
  • Provide external audit support on revenue recognition such as responding to auditor inquiries and/or assisting with audit work papers; assume ownership of all interactions with and submissions to U.S. Government audit agencies (such as DCAA), including but not limited to: provisional billing rate proposals, incurred cost submissions, internal Gov’t rate card updates, and audit support and management
  •  Support the Business Development team with timely financial modeling and scenarios for new US Government contract proposals. (i.e. Contract type recommendation)
  • Track and report bookings of new contracts, and develop and maintain accounting process documentation consistent with the appropriate CAS requirement level for each contract (full, modified, etc.)
  • Provide support in the completion of any internal revenue reporting effort, including regular forecasting updates, setting annual plan targets, and long range outlooks
  • As required, develop the proper accounting documentation workflow for new contracts
  • Minimum Requirements

  • Bachelor’s degree in finance, accounting, or related field
  • 6+ years of professional financial management experience with at least 2+ years directly related to accounting and billing experience with U.S. Government contracts 
  • Background in the financial management and billing of award mechanisms such as contracts (CPFF, FFP, T&M, etc.), cooperative agreements, grants, and other transactions (OTs; 10 U.S.C. § 2371b)
  • Experience with the financial management, accounting, and billing related elements of the Federal Acquisition Regulation (FAR), Defense FAR Supplement (DFARS), 10 U.S.C § 2358, Department of Defense (DoD) Grants and Agreements Regulations (DoDGARs), and other federal acquisition policies, processes, procedures, and contracting laws
  • Experience with Wide Area Workflow (WAWF) and similar government billing applications
  • Proficiency in Microsoft Applications (Excel, Word, etc.) 
  • Preferred Experience and Capabilities

  • Experience with NetSuite, familiarity with GSuite applications and SmartSheets a plus
  • Ability to establish multiple priorities and accomplish objectives independently
  • Excellent communication and analytical skills, with an emphasis on timely and accurate issue resolution
